To avoid penalising streamers for content they might not have control over, try working with spotify etc. and develop an algorithm that generates plays for tracks used, or featured in games on those services, so that everyone can be happy.

I've been hit twice now by someone content IDing my end stream music to one of their songs, because they also sampled that videogame's music for this track. They are not the developer, or the musician who created the original piece. If they were, i'd have changed it. It's just a 10 view, terribly made rap song.
