This is because there are a lot of streamers that has not a defined content and they just stay in the Just Chatting category assorbing your possibile viewers.
Let's suppose there are 100 people on twitch and you are in the Music Category.
6 person are on your category and the other 94 are on Just Chatting (real ratio, not kidding.)If you stream yourself live making music you wont be discovered and if you do, be happy for your 2 viewers.
Just chatting is over saturated. It should be limited if you want to keep your Affiliate/Partner status to 2 Hours per week.
If you don't have content just don't stream. Nobody forces you.Anyway, if you like my idea vote it. I think it will help us (small streamers).

The Just Chatting category must be limited to 2 hours per week per streamer as the name means everything and nothing at the same time.
A better definition of the streaming content would leave more space for small streamers and at the same time better distribute the whole community across multiple categories.
An Affiliate or Partner streamer must be able to define the quality of their content and consequently their categorization.Also, giving people plenty of room to express themselves (sometimes badly) on certain topics can lead to a lot of misinformation that can very well be dangerous.
My idea, however, is aimed at a wider distribution of content and community to increase the possibilities, for small streamers, to be discovered which is not easy at the moment due to the attraction in the Just Chatting category (saturated).If you don't have content who forces you to stream? :P

I think it is good, but at the same time very hard to do because (imho) it should redirect at least to Small streamer with a good content/quality standard.
