I don't think that promotion of smaller size streams is the issue, rather than HOW they are discovered. The other thread suggesting genres is a great idea that would Make it much easier to find a wider variety of streams both big and small.
You have to remember that there are 1.5 million active broadcasters on Twitch, and they can't all be promoted. I do think that a spot on the front page reserved for "Trending" or "rising" streamers would be a cool feature though!
