This has already likely been listed by someone, but within the UI, the users could have the availibility to login to their Spotify/Apple muisc, and if the streamer hosts a listen party, users could join in and listen through their own Spotify, as to add music to their own playlists if they enjoy them. If the spotify is played through this channel element, Twitch would have the ability of closing off that source of audio and isolating it to only the streamer. As to simplify the process, as long as the streamers play their music purely through this element, and not as desktop audio. This would in turn, remove the issue of musical copyright all-together (as you would not be hosting their streaming of it, you would be providing an avenue for the user and streamer to "listen together" through an element, using a third party music streaming platform with the appropriate licencing to play the songs, which, may i add, is a feature provided by many existing platforms) this allows appropriate tracking of listens for musicians, which is a plus as-well.
