Yes I can confirm that this is still an ongoing issue nearing the end of April 2024.
This is something that can't be fixed client side, it clearly is an issue related to Twitch not being able to provide packets at the moment it gets requested.
Clearing your browser cache, flushing your IP, restarting your router, installing other browsers.... none of these work. I've tried every single thing I could think of and it can't fix this issue. It's as if Twitch is in SLOW Mode.
Weird that this issue became more wide spread as soon as 4K streaming started rolling out. It's as if there is a network bottleneck that they aren't aware of at certain Amazon data centers ?
