Good point, this would be a way of getting the information. But why taking extra steps if it's already there and just not sent with the message?
But to be honest, I'd be more interested in a way to easily get the information if the chatter is also a follower.Still, actually a good workaround that I might look into, thanks!

I'd love to suggest an addition to the reasoning part of this idea.
As streamers, clips are an integral part of our discoverability.
Being able to use clips (through direct MP4 access) in a third-party controlled application would help us improve this discoverability. For example, showing a clip of a raider could encourage the raided audience to follow the raider, especially in combination with the `/shoutout` command.
As a third party, we'd like to control which clip is shown. There are several reasons why we might want to make this choice ourselves — for example, based on content classification labels, categories, the creator of a clip, or even duration (showing a random one-minute clip as a shoutout is not very helpful).
Optionally, having information about the available qualities of a clip would also be very helpful for several reasons. Not every streamer has sufficient bandwidth. And not every clip has all qualities available. Additionally, being able to reduce the quality would lower the bandwidth usage on Twitch's servers. A user (or we as a third party) could then decide (for example, based on the viewport) which quality to request.
