Personally, I would abstain from generalizations about professionalism such as "absolutely no one", as it, at the very least, does not sound very professional. Please take into consideration that there are way more colours than black and white - the group of "professionals" and amateurs. People have different perceptions of value and what benefits them.
Some streamers pay and they pay well (or at least they form an impression to do so). I am almost certain that a semi-professional who is familiar with the community can produce work that would be more on point than the more gifted artist who lacks the background. Some streamers may appreciate it and pay more for that, but this is only speculation. Of course, it is likely that the majority of streamers would like to pay less or they may combine the rewards, but providing people with options is a good thing nonetheless.
