The max YouTube video time is currently 11:59:59 instead of 12:00:00, so the way that this feature currently works (splitting into 12h + remainder) doesn't actually work with YouTube. This needs to be changed to split at something safer like 11:55:00, else the first segment will always fail to upload to YouTube.

Exporting >12hr VODs causes them to split into chunks of up to 12 hours. The max length of a YouTube upload is not 12 hours, but 11h 59m 59s, so with the way that Twitch currently splits VODs during export, these exports fail.

To guard against this, the split chunks should probably be 11h 55m long, instead of exactly 12h long.
