Yes. Something is needed as just clicking on the timeline can take you forward or backward minutes at a time. Also, since the accuracy of the timeline is not perfect, you can click right on the current location and it will jump you forward or back some amount.
If a "pop-up preview" isn't in the cards (perhaps is a patented thing) then maybe something as simple as a "go back" button. If you click it you go back 15 seconds, but if you long click it an option menu comes up for some set amounts like 15s, 30s, 1m, 5m, 10m.
