People's phone number is personal data. Even real life entities dont ask for it , they ask for email addresses. so if this verification process was through Email Address, then thats fine, this whole platform is digital and using digital form of verification is what would make sense , but getting into personal information to verify a digital service (Chat) which twitch is providing users is the wrong approach.
so basically you are saying "lets keep twitch environment safe, but your real life in danger if user data got leaked" , we have seen previous examples of such when snapchat got hacked and user data leaked. so are you sure you want to go for the personal data approach ? because any leakage of this information will cause you millions of law suits.
