    Just make it a year or two of inactivity before you start warning that the account will be deactivated, and give the user a like a month or so to respond. Warn them multiple times. Just let them click a link in the email to keep the account, and reset it for another year. If they don’t click it after a month, they lose the username but get to keep their account, and have to come up with a new one next time they sign in.
