    Ok, what worked for me was:
    - just a hard reload (F12+refresh) wasn't enough, you need to delete all cookies and twitch.tv website data

    Go to Settings > Privacy and security > Site settings > View permissions and data stored across sites. Search for "Twitch" and click the Trash icon.

    Now everything works again.

    same, very annoying.
    in Chrome , notification wont load, chatter list wont load, cannot claim channel points.
    It works in Firefox and in chrome inkognito.
    I disabled all extensions
