    When someone's internet is having issues, the average fix is to shut off their router, wait 30 seconds and then boot it up again which then can take anywhere from 20 seconds to 3 minutes for it to reestablish connection. The current 90 seconds is absolutely not enough time for a streamer to reconnect, even if their problems are resolved with the absolute fastest time possible.
