So, I got tired of waiting for this to happen, and I just made my own tool. You can sort by multiple tags, exclude tags you don't want, and filter by viewer count and lots of other things. The UI is pretty basic at the moment, but I'm improving it all the time! It's at https://www.stream-scanner.com

I made a tool that can do this. Go to https://www.stream-scanner.com, add your tag, and uncheck "Live Only". That will show you streams found since the tool was launched. Then you can go to the channel and sign up for notifications if you want.
