    Filtering on the custom tag "English" now shows multiple non-English streams, and for the English streamers that doesn't use that tag they obviously don't show up.

    Which means that it is currently impossible to show all streamers that are speaking English.

    Force each streamer to set a primary language and let the viewers filter on a primary language. If someone sets the wrong primary language (i.e. non-English speaker sets primary language to English to draw more viewers) the viewer can report them, like when a streamer is in the wrong category.
