If a channel is using an Extension, the developers of that extension get this badge in chat, or if a bot account is modded in the channel, give the badge to the developer.

As it currently is, Partnered channels are allowed to contact their partner managers to give a single (Usually bot account) permanent "subscription" status to their channel, thus giving them access to that channels emotes no problem.
Seeing the new "Official/Known bot accounts" that you can apply for to an account, it would be awesome if these accounts were given access to use emotes universally.
Since you mentioned Discord, Discord has built in "Bot Accounts" that are allowed to the use the emotes of any Server that the bot is in. That would be a cool implementation on Twitch
