Cartoon dumpy dances have been around a very long time and come from classic hand drawn cartoon movies. They were very popular for many years from 2010 in G rated movies:

The lion king from 1994 and spin off series have animal dancing, as does fantasia from 1940. Disney is marketed at PG13 or less so a blanket ban seems unjustified.
While there are many who would push the rules and have done so, there are more that should be well within the non-sexual PG13 or under realm.
The guidelines could be amended to allow dumpy style emotes provided they are
Non-sexual in nature
Singular creature
Not realistic
And do NOT show
Outlined, highlighted or cheek curves (eg side view)
Any sign of a butthole
other objects than the single animal
liquids or other substances
Eg this would fail as multiple animals and even if clipped to a single penguin the other penguins hand would be counted as both another animal and an object.

You could even add additional rules
that they must match the stream or streamers theme. Eg ferrets for pirate software.
