We are happy to announce that we have released an update that addresses some of these points.
Channel Banned users will no longer be able to view the chat, and they will also be removed from your Chat list. There is an issue that has caused us to pause this temporarily, but we expect a fix to be out very soon – stay tuned to the Twitter thread below for the update.
Additionally, if you Block a user, they will not be able to subscribe or follow, and Blocking them will automatically unfollow them.

When a user is banned for any reason they should NOT be allowed to watch the stream or see the panels, or interact with 3rd party panels like Sound Alerts. If they come to the channel they see a "You have been blocked from this Chat." Why can't there be a full screen notice that blocks the stream, panels and chat saying "You've been blocked from this stream." It's ludicrous I have a users that continually troll my channel with panel interfaces even though they can't use chat.
If you are banned you are banned from everything. Please make this happen!

I agree, even it means clicking on the persons name and have a megaphone icon to click on that shouts them out.
