To reduce revenue loss, Twitch could let mods use emotes on the channel only. Like follower emotes.

It could also be used to explain what's going on in the stream at the moment.
Having a welcome message would allow, above or below the Rules...
"Today, we aren't playing music but we're making soup for our bandleader's birthday, feel free to suggest ingredients in chat! Use !soup for a list of options! Happy Birthday Lisa!"
Currently we smush that kind of information into the stream title, and we might use a bot to repeatedly spam the chat with this info. IMO both are useful but this would be a big add.

I think this is only relevant for super busy chats, and should default to "Off" because of the dangers already mentioned here. But beyond that, I don't love the idea, because the best way to participate in any community is to lurk before you leap, enter gently, get the pace and flavor of the chat. This feature would encourage people to pop in like the Kool-Aid man, and my quiet musical channel would not enjoy that. Thank you!
ETA: If the aim is getting new people to feel welcome and participate, I'd say this is a mistake, because there are basically two kinds of visitors: Ones that are too shy to enjoy this, and ones that are too outgoing to need it. :)
If the aim is giving a prompt for new visitors to have a reason to say something, then that could be part of the "Rules", and instead of calling it Rules it could be called Chat Welcome or Channel Welcome.
I will create an item under Chat for this because I have more related ideas here. :)

I haven't encountered this problem as much lately, and if it was fixed, I want to thank Twitch for fixing it! Or maybe I've just been lucky :)
