The actual problem is that the number of followers still has some meaning for people. Seems it's still a metrics advertisers use to negotiate contracts with streamers and even Twitch uses it for its affiliate programm. But the number doesn't say anything. There are thousands orphaned accounts that still count as followers. Even activly used accounts often follow streamers the account holder doesn't watch (anymore) or doesn't watch any often due to streaming time collisions of prefered streamers. So the number of followers is completely useless. (It's just way easier to determine compared to viewers.)

If Twitch would make that number inaccessable to anyone, no one would even care about it anymore. You follow to receive "... just went live" information, that's it. - BAM no more problem with follow bots. No need to restrict or even remove the endpoints.

If you need a number to present to an advertiser, use the viewer count with some additional statistical information like average, min, max, 95%-quantile, standard deviation, a confidence interval etc.
First of all that's a way more reliable number and second of all, that's way more honest.

Why not delete the old accounts of your family members, that obviously don't need them anymore and just set up your own account? @Tlar21 @godthalex
I mean you guys don't have to pay per account you create. So, no worries, just create your own ones.

    Relevant Update  ·  Twitch responded

We’re happy to announce that we have released an additional update to address these concerns. Streamers can now prevent their banned users from watching their livestreams. You can find and turn on this feature in the Moderation settings section of the Creator Dashboard, through the “Stop banned users from viewing stream” toggle.

Please note, this update 1). does not prevent users from watching livestreams from an incognito window or while logged out and 2). does not prevent users from viewing VODs, clips or highlights. We plan to explore extending the functionality of bans further, including but not limited to preventing VOD and clip playback.

In addition, we’ve made an update so that users that are blocked will now automatically be blocked from watching a streamer’s livestreams.

We will leave this thread open for your other points regarding preventing view of other content types and account creation.

Though it requires some changes, from a technical point of view it shouldn't be too hard to archieve:

    1. make streams non available publicly
The technic behind that already exists for sub-only streams.
    2. give non-blacklisted people access to the stream
Also quite similar to the sub-only stream feature, the technic already exists. You just have to take the banned chatters list into account.

Basically it's 1 more flag and some more checks for that flag plus the blacklist.

@Eewec People are able to make unban requests already.

We apply IP bans in Chat based on users' Moderation actions in certain cases. We don't currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

That's not always true. As the IPv4 pool is limited many ISPs have to rotate IP addresses of their users regularly. That's even concidered as some sort of privacy feature in some countries as a distinct user is not tracable for a longer period of time by its IP address. Blocking IPs permanently would result in banning innocent user in case their ISP assigns them an IP previously banned. That gets even worse in IPv4 tunneling scenarios (some providers only provide shared public IPv4 addresses), public wifis such as in hotels where you share your public IP address with many other users at the same time.

Banning well known proxies or vpns might be acceptable even though the described problem still applies.

Instead Twitch should implement some sort of user verification that's more reliable than Email verification - which can even be automated by bots.

Streamers often pick their moderators out of the community. Moderators often are long term community members and well known to the streamer. The streamers knows on how they behave and have a certain degree of trust in them. Often streamers and their moderators have met before, for example on community meetings, TwitchCon etc. In many cases streamer and their moderators are even real-life friends.

I understand your concern that streamers in certain cases put a lot of attention on their moderators. As mentioned before that's often because of the trust and friendship between them.

Not to neglect other chatters is something the streamer should of course do, but that depends on the streamer and you cannot enforce it. If the streamer of your choice doesn't take enough notice of you, it might be that you put too much personal feelings in it. You know what I mean, don't you?

Also, at this point I want to bring out that you only mentioned subscribers. For sure subscribers support Twitch and the streamers "more" than non-subscribers. But as a subscriber you haven't payed for a special treatment nor for a special portion of the streamers attention.

Exceptions prove the rule, but that depends on the streamers.
