Automatically stop chat scrolling when mod icons are hovered
I sometimes accidentally delete the wrong message through the mod icon when the chat scrolls up one message right before I click. I think stopping the chat for a mod when he hovers a mod icon for a specific message would improve the modding experience.

Nega-VIP "Problem user" mod-visible chat badge or flag
I would love to have a toggle-able chat badge or flag we mods could use to mark people that warrant extra watching. New chatters who set our troll senses tingling, or folks who have said problematic but not ban-worthy things, for example. Like the negative equivalent of a VIP badge. The badges would need to be removable, for people who turn out to be okay after all.

Improvements to monitor and restrict tools for general use
I really like the new monitor and restrict tools introduced today for ban evasion detection! I did some testing of using monitor and restrict for general moderation, and there are three improvements that would dramatically improve their usability and impacts:

Shared Ban Info
The New Shared Ban Info feature should have a section to show the reasoning of the ban in a channel so the mods know exactly why the user is suspicious. It makes it difficult for us mods to know why the user is banned if the reason is only being shown in the chat they were banned in and not the suspicious user box in our chat.

A Banned Names list that mods can add to as easily as the Blocked Terms list.
This would make it possible to pre-emptively ban someone with an offensive username.
It also means that when you get a large number of bots with similar usernames turn up, e.g. Troll1, Troll2, Troll3, etc., adding Troll* to the Banned Names list would stop all variations from posting. But also with an option to ban usernames containing certain terms.

Shield Mode
Shield Mode should not be located next to the Moderator Sword when switching from Normal View to Mod View. It has cause multiple issues during streamers lives because of its proximity to the Mod Sword.

Shared Ban - Restricted mode
Restricted mode should NOT inform the chatter that their messages are not being delivered to the rest of chat. I feel like this is motive to encourage someone to act out even more... I feel like someone being restricted should not know they are being restricted. Feels VERY unsafe.
Sure, a ban may be the viable option, but there can be a lot of nuance to the relationships between fellow streamers and their communities... where nothing ban worthy has necessarily occurred but you might want to prevent an incident in the case something does.

Add chat moderation tools to mitigate serial ban evaders
Sometimes the chat experience is impaired by trolls continually and relentlessly creating/using additional alternative accounts to repeatedly circumvent any ban, return to chat, and continue spamming or harassing the channel.
I suggest that Twitch provide an additional set of moderation commands, capabilities, and information in the chat-related APIs and IRC interfaces to assist broadcasters and their channel bots to control abuse in these types of situations.

For streamers and moderators, the ability to add highlighted notes to users' nicks to remember important information they once shared.

Change Timeout Value in Moderation Settings
The current value for timeouts is 600 seconds. It would be helpful if this number could be adjusted in moderation setting. When the Timeout button is clicked in chat, the user would be on timeout for the adjusted amount of time. Example: In Moderator Settings, change 600 seconds to ten seconds. When the Timeout button is used on a person in chat, they will be on timeout for ten seconds.

Bulk Bans
Would it be possible to create a tool that would allow mods/streamers to obtain KNOWN troublemaking accounts such as the recent string of hate raids and bots and then ban them in bulk as opposed to one at a time?
I moderate for several streamers and I've been trying my hardest to help support the more nervous ones who have been getting follows from suspicious accounts matching the ones I'm sure most of you are aware of. But going through and manually banning one at a time is extremely time consuming, especially considering there are so many of these accounts.

Moderators deleting highlighted text
Trolls use stream points to highlight their offensive messages. When a moderator bans them, their regular posts are deleted while the highlighted messages remain visible. The highlighted messages should be deleted as well.

simultaneously Be able to report a user and ban them from chat
I'm dissatisfied with the tools/the power that twitch and streamlabs has given me to report trolls who sexually harass me in my stream. For instance, someone came into my live stream on 6/10/20 (somewhere between 8:40am and 10:00am eastern) and wrote in the chat: "what kind of **** do you like?" The bot immediately flagged the word '*' and asked me to choose allow or deny. So I pressed deny. I can't remember if I hit Ban or not on this person. But by doing that, I can't report the person now because it doesn't show their screen name…

Link release through moderator
That there is a setting where the moderators have to approve all links that are posted before it is sent. This could also be integrated into the defense mode and only activated when this is activated (as a setting like the rest in the mode).

Ability to block incoming follows during Shield Mode
I would like to see the ability to disable the follow button awhile Shield Mode is active on a channel. For example, if a hate raid is occurring through follows, these may trigger alerts through third-party systems outside of Shield Mode's control.
The ability to temporarily disable the ability to follow a channel during an attack mitigates this impact significantly.

mod consent
There needs to be consent by a Moderator when assigned by a Channel Owner before that user confirms and accepts their role as Moderator. At a minimum there should be a pop-up / click-through TOS reminding the prospective Moderator that they are agreeing to be a Moderator for that channel -- prior to just being assigned Moderator status by a Channel Owner without agreeing first. The Moderator role comes with all different terms of service as well, which the Moderator should knowingly agree/consent to.
Please consider this urgent! This is a high security risk!

Shadowban to prevent harassment/toxicity on different accounts and ip addresses
Ability to shadowban users where they are able to type in chat and see their message, but their message is not seen by anyone else but them.
This will help substantially in reducing cases of ban evading as shadowbanned users usually don’t realize they are banned (if they don’t look into it more, especially in larger channels) and at the same time it will not affect the streamer’s chat
Can be an ip shadowban across accounts. This would be such a helpful feature in preventing constant toxicity.

Shield Mode: First-Time Chatter Constraint should operate through Suspicious Users (aka Low Trust Users)
Shield Mode allows for messages from first-time chatters to be silently dropped.
A better implementation of this restriction would operate through low-trust-users (where the chatter is marked as restricted in the suspicious users interface), so mods can see the messages that were trying to be sent, and optionally unrestrict good faith first-time chatters.
With the current implementation, mods don't know who are the blocked first-time chatters or what message content they are trying to send. Via the suspicious users interface, mods could unrestrict first-time chatters that appear in good faith while shield mode is activated.

Allow Mods/Editors (or just the streamer) to block people from viewing the stream
So I am a mod for a streamer and we had a situation that there was someone that knew the streamer irl and the streamer preferred for them to not watch their stream. It would be great if there was a feature to restrict them from watching.
This can also help on restricting known doxxers from doxxing streamers if the streamer knows their accounts.
