1. Ban Email Clarity

   Hello!

   I know this has been raised before and promised by both Emmett and Marcus but I would like to draw some perspective to the issue.

   When a streamer receives automatic ban notification email they are given the following information. You were banned for one or more of these three reasons and this offence occurred on a Stream or VOD (aka somewhere).

   As a broadcaster when looking to be compliant with all of Twitch's terms of service and receiving a ban it is hard to know what specifically needs to be changed because the notification email amounts to you vaguely did one or more of these thing we think is in appropriate at some point in time during your entire streaming career.

   Without knowing how far back in the VODs to go (yesterday, a month, a year, 5 years?) it makes it very difficult for broadcasters to become compliant again. This result in mostly guess work in some cases and a hope that the broadcaster guessed correctly.

   This is an uncomfortable risk for small and middle sized streamers that just started to stream full time. It also feels like an unreasonable expectation Twitch is placing on broadcasters to guess what they did wrong and when.

   The email also indicated the content may be removed which is also concerning because if the content was not removed then the broadcaster has no idea what to delete to become compliant again. They also risk repeated reports for the same content which they do not know what to delete. This often results in a "just delete everything to be safe" mind set which causes the removal of good content along with the bad.

   This also creates more work on both sides. Often content creators will appeal the ban decision just in the hopes of finding out more specific information regarding the ban. Which in turn requires a Twitch staff member to review the report. The appeal could be avoided if the broadcaster saw the specific information, understood Twitch's position and accepted the ban/changed their stream to be in compliance.

   Per the stream from Marcus and talk from Emmett the solution would seem to be providing either a clip or date/timestamp of the incident along with the specific reason for the ban. Even a simple description from the staff member that issued the ban would help. This could be something as simple as the blue outfit did not meet our clothing guidelines, or the motions or actions at time were considered sexual in nature.

   Anyways I hope this perspective help bring impress the need for change in these systems.

2. Add Authy Badge and "Authenticated Users Only"

   Here's a catch of the Followers-Only mode that is bad: A spambot can follow anyone at any time and never talk anything. By the point someone turns on Followers-Only mode the bot has followed long enough to be allowed to taint the chat with spam.

   And here's the solution:
   Authy Badge: this would be a better "Verified Badge" than the Verified Badge, because it would confirm that the person activated 2FA, which typically involves having a phone, which typically means bots have a harder time verified themselves as a legitimate user and the Verified Badge is nothing more than "this Person is a partner, ya'll!" badge, doesn't even fit the term "verified".

   Authenticated Users Only: As I said above: 2FA is a roadblock for bots. Whether it is a big roadblock or not, I don't know, but I'm pretty SURE it is better at that than whatever other spam control is currently in effect.

3. Profile picture not shown until approved by twitch

   There needs to be a change with in twitch as there has been multiple profiles with problematic pictures that are grounds for banned. There needs to be a implementing of a non-approved stage for profile pictures followed by a approved stage so that way we don't have problematic grounds when someone's profile picture shows up in someone's stream during a game or such ex being marbles. Because this brings up problems for the streamer were we have to take even more steps to avoid being flagged or banned for something we ourselves didn't display. This includes but not limited to NSFW material and pictures with racial slurs

4. Collaborate to form an industry trade group and licensing collective

   Twitch has become a lifeline for many streamers impacted by the COVID-19 pandemic, in particular club and mobile DJs whose only source of income has been cut off in recent months. Therefore, it is essential that streaming services like Twitch remain a viable outlet for music users, while providing fair compensation to songwriters, recording artists, and record labels.

   Unfortunately, U.S. copyright law is still vastly out of touch within the marketplace for independent DJs, many of whom make little or no income from their online broadcasts. This certainly presents a unique challenge in the case of Twitch. DJs either run the risk of DCMA takedown notices from rightsholders or else they must clear all the nececssary performance rights themselves.

   Needless to say, negotiating individual licenses can be extremely costly and time-consuming even with a team of lawyers. And that doesn't guarantee that the rights in all musical works and sound recordings both domestic and foreign will be cleared for use, particularly in the case of unsigned artists and record labels with a much smaller catalog.

   The current statutory license, administered by SoundExchange, is also cost prohibitive at $500 minimum annual fee per channel. For a streaming service like Twitch where the predominant content is not music, that is hardly a viable alternative to securing individual licensing from rightsholders. Of course, it's also questionable whether existing copyright law even accounts for the interactive multimedia nature of a streaming service like Twitch, with animated video overlays, live camera feeds, etc.

   Therefore, I propose a two-fold solution:

   a) We need a one-stop licensing collective for independent online DJs to efficiently and economically secure the performance rights in sound recordings. This is something I'd long been interested in pursuing under the moniker of "Bitwax". Now more than ever I believe this may prove vital to the interests of recording artists, so many of whom are losing a significant revenue stream from lack of in-person concerts.

   b) We must work diligently with lawmakers and the RIAA to introduce a statutory license specially catering to independent DJs for their limited commercial use of sound recordings in online broadcasts, including a reasonable royalty rate and recordkeeping requirements. This could be expanded with a secondary licensing tier to accommodate live streaming of video games, in which the music serves only as an ancillary component of the broadcast.

   In 2006, I launched the Small Webcaster Community Initiative, in which I helped to lobby for the interests of small commercial Webcasters in association of SaveNetRadio and other industry partners under CARP. In light of these recent events, however, I am thinking it would be well worth reviving that coalition as an industry trade group, not only to protect the interests of streaming services like Twitch but also to finally give independent DJs (and gamers) a viable means in which to support the musicians that they know and love.

5. Twitch's Community Guidelines regarding Sexual Conduct in 2023

   These aspects of the guidelines seem incongruent with the interests of a younger audience, potentially exposing them to content that may not be suitable for their age group.

   Examples of their recent changes to their guidelines permit what they call "artistic nudity", poledancing, and twerking. On top of this, the guidelines effectively state that there is no age restriction (i.e. 18+).

   I find this blatant disregard for child safety on the internet incredibly disturbing, and given Twitch has had controversies in the past regarding sexual misconduct, they choose to update their guidelines to include it instead of taking action against these violations in favour of the financial benefits that these offending users provide the platform.

   I created an account with the age set to 15 and I was not only able to see the thumbnails of these 18+ streams, but a lot of these streams I was able to view the streams of.

   Additionally, given that this is a site advertised towards ages 14+ and that it has a large presence on the general internet, it should not be aligning itself with these guidelines regardless of if you're underage or not. It's basically a 18+ cam site advertising to children.

   Twitch should either be providing an 18+ age requirement for its entire platform and labelling itself as an adult site (and subsequently have the same reach appropriate for an adult site), or make its platform age-appropriate for the ages it's advertising towards (14+).

   I recommend the latter due to the users/streamers that have built a community around the guidelines this platform used to stand for. Either way, something needs to change.

   Stop rate limiting your most dedicated active users

   I often end up being rate limited when creating clips. Getting errors that state "Whoops. Something went wrong." or having login issues until I wait 24 hours and retry again.

   I'm an active moderator for a lot of channels and I enjoy highlighting streamers success and entertaining moments in clips. The problem is that I keep getting rate limited or identified as a "bot". The DDoS and rate limiting is currently overly aggressive and keeps hindering your most active contributors.

   Please consider this and make some sort of change.

7. Soviet and Stalinist symbology

   I am trying to understand how it is possible that promotion, glorification and usage of Stalinist and Soviet imagery and symbology on stream is not banned under the user guidelines I quote at the end of this post. In many countries in Europe, especially Baltic states, Poland etc. Stalinist and Soviet symbology is treated the same way as Nazi symbology and for a good reason - it is a hateful ideology of an authoritarian regime that was historically committing crimes against humanity against its neighbours and its own population - I am not for censorship overall but if we are banning some hateful content, why an exception like this is being made?

   Posting, uploading, or otherwise sharing hateful images or symbols, including symbols of established hate groups and Nazi-related imagery.

   Speech, imagery, or emote combinations that dehumanize or perpetuate negative stereotypes and/or memes.

   Content that expresses inferiority based on a protected characteristic, including, but not limited to, statements related to physical, mental, and moral deficiencies.

8. Don't disable auto-publish if copyrighted content is found in unpublished VODs

   I have two main categories, Software Development and dance games. The latter have little value as VODs, so these games are excluded from auto-publishing, and I usually delete the VOD quickly after.

   However, the audio of the unpublished VOD is still scanned for copyrighted audio, and if something is found, auto-publish is disabled in general for my channel -- which is quite pointless, given that the problematic VODs were never published in the first place for exactly that reason, but it forces me to explicitly publish the development VODs by hand.

   So please ignore muted sections in unpublished VODs for the "we've disabled auto-publish for you" feature.

9. CAPTCHA Solver for Follows / Non-Followers

   Many ideas have been discussed here about adding 2FA as a next level security for accounts to verify they're legit and not just a spam bot account and chat. (See: https://twitch.uservoice.com/forums/933812-safety/suggestions/41306257-adding-2fa-to-chat-as-optional-filter)

   What I propose here that is different those ideas is adding a CAPTCHA solver puzzle for people who want to follow a channel. And I'm not talking about those silly Text Based CAPTCHA solver puzzles that are distorted with upper and lower case characters and other things, but an image based CAPTCHA solver puzzle.

   1. New followers will have to solve a CAPTCHA, a One-time Only process before the follow goes through.

   2. Non-Followers sending chat messages to channels will have to solve a CAPTCHA in order to post messages in chat, and is NOT One-time Only, and will have to redo a CAPTCHA every 45 Minutes.

   3. Regulars, VIPs, and Subscribers are immune to needing to solve a CAPTCHA portal to post messages in chat, providing they have verified their email and phone number on their account, and that their accounts are older than 90 days, and already completed a One-time Only CAPTCHA portal.

   With these 3 things, this will mitigate the most common types of abuse, bot spams, bot follows, hate raids, etc... Requiring the user to solve a CAPTCHA portal would need to be an essential feature globally enforced to prevents these things happening on the platform in light with what's going on with all the hate raids that are going on, it would also enhance safety of its users on the platform from abuse, harassment, etc...

10. Add Content Warning for Ages 13-16

    The current Mature Audience Warning is for those 18+ and is used by many streamers even for games and other activities that those under 18 and over 12 can watch/chat. These ages groups are then left out. A new warning should be added that only allows those between 13-16 years old to watch/chat. When this warning is displayed the game and chat would only have things in them appropriate for such age groups. The streamer would be responsible for making sure the game is rated for such ages and that settings used in chat keeps out more mature conversations/topics. If a streamer has never played a game before, they must play it while using the Mature Audience Warning to make certain it is safe for those under 18 or even better, play it offline first.

11. Seperate Soundtrack by Twitch and the Vod music control plugin

    You created an amazing tool to resolve 95% of DMCA issues and decided to lock it behind Soundtrack by Twitch?? Why? If you give us the ability to tie an application(s) (Example: chrome for spotify/youtube etc.., or even a media player for local audio) to the "remove from vod" obs plugin, there would be no music from anywhere (except from in games) in any vods. Why is the DMCA chaos not solved already with this? Seems like a MAJOR oversite or this is just a way for you to try and push your Soundtrack by Twitch software by holding this plugin ******* inside it.

12. Chat ban removes follow, but restores follow age upon accepted unban request

    Making it so banning will remove the persons follow. Maybe make it so if they have been banned for over 30 minutes it auto removes the follow and blocks them from following again. Maybe also putting a little notification that shows up in their notifications that they have been removed from following ( username ) due to a recent ban in that stream. Then it would have a timer with the amount of time left before they can ask for an unban request and if accepted regains their follow age.

13. Appeals process for DMCA strikes and more consistency regarding reprecussions

    My ideas are as follows and some probably already mentioned.

    Firstly - I do acknowledge that playing copyrighted music is a risk taken on when it is played, whether it's in-game or nightbot/itunes/spotify or other media player.

    In the past, VODs were muted with a red bar on the bottom of VODs to show where copyright-flagged audio was detected.
    I would advise going back to this and adding some sort of mouse-over tag so we can see what track/s were flagged and by whom so that it can be contested if necessary to ensure no abuse of the DMCA system.
    Twitch auto-deleting content is ill-advised as streamers have literally no comeback in the event a false claim is issued.
    Some sort of manual review process for DMCA claims where action against a Twitch channel may be required so streamers have some sort of opportunity to defend themselves. They are your community afterall, at least enable them instead of sweeping the problem under the rug by deleting stuff or whipping out channel bans because there is inconsistency with this.

    Lastly - Holding streamers responsible for copyrighted content on already deleted VODs shouldn't be a thing since they no longer have control over them. It seems that VODs are stored on Twitch's server even after deleted by the streamer so some sort of protection here would be nice, or at least lock if off from external review if you NEED to keep VODs beyond their deletion period for legal reasons.

    Lastly part 2 - I do agree that the Digital Millennium Copyright Act does need a review to adapter and modernize how we listen and share music in this highly digital age.
    I'm no legal expert so I don't have any suggestions on this, nor is this Twitch's issue specifically but I think it is a shared sentiment and hopefully one we can look forward to being worked on to prevent such take-down storms from happening in the future.

14. Have blocking a user also ban them from your chat

    Currently, blocked users can still send messages to you in your channel's chat. This is confusing for newer users since it requires 2 actions to actually block someone from interacting with you.
    It is also a very strange use case to have "blocking" a user be an "only harass me in public" action- I do understand the use case for the inverse not being true (being banned from a channel should not block them) but since blocking already removes them from your followers and removes whisper access, not removing channel chat access seems illogical.

15. Users randomly banned without ever being banned

    There is a bug I've seen a few dozen times where a user will be banned in a channel without ever having talked in it or, more importantly, without a record of a ban occurring from any moderators. These bans are always on 7/25/2019, at 4:39 PM, and are often done by someone who wasn't a moderator of the channel at the time. Unbanning these users works as normal, but they need to request an unban or we can't fix anything - meaning we have no idea how widespread this issue is.

16. Playing Music On Stream

    Allow creators to play music on stream even if not created by the user or having rights to it but are required to keep it a very low volume. I feel removing the ability for streamer to have background music of their, or viewers choice is taking away the personality of the streamer. For me the music I listen to describes the person I am the mood I am feeling and an over all setting for new and old viewers.I just don't want to have to play a game and not listen to my favorite songs as I hang out with friends and viewers.

17. Please make a definition of artistic nudity on Twitch more clear

    I was happy for new artistic nudity update but didn't expect this site to become full of aroused genitals. Is it still artistic nudity or po***graphy at this point?

    How can a drawing with fully erect, wet genitals be classified as artistic when we all know what is the point of this kind of art? There is a difference between a nude portrait or a naked silhouette and some 18+ anime drawing with characters showing off body in sexual manner.

    And it's the first thing EVERYONE sees when they enter art category.

    If this kind of stuff is okay, can we get some more in-depth classification so I can hide all the rock-hard penises on the site? I don't mind soft nudity and artists learning anatomy.

    Please, specify it for the sake of this site.

18. Allow to people to appeal more often for appeals.

    It is not fair that you can appeal only once every 6 months. If you are not a partner on Twitch they will not care and reject your appeal plan to reinstate your account on twitch. It would be better if you could appeal once a week to try to get your account back for Twitch.

20. Unreasonable suspension against Traditional Chinese community 對於繁體中文社群的不合理停權

    For the pass couple of months Traditional Chinese community has been suffering from unreasonable suspension by typing in chat which hasn't violate the "hateful conduct and harassment" from twitch community guidelines. Suspension reasons contains hateful speech, sexual harassment, etc.

    For example, cursing in Chinese might have get you banned for 7 days plus, but the same meaning in English or other language will not get punished. Certain user even recieve suspension from chatting topics which is "related to streaming content" that has hardly even reach the boundries of communities guidelines.

    It's literally taking weeks or months to get any feedback from twitch appeals after submitting complaints, and mostly became effortless. It has been claimed as "a bug" from twitch officials which has been reported from the press for months but still remain unresolved.

    This has alrealy harmed multiple users, who paid for their subs and wasted due to unreasonable suspensions.

    Please end this madness against Traditional Chinese community, and solve "THE BUG" ASAP.

    過去的數個月以來，繁體中文社群一直在針對聊天內容上遭受不合理的停權。許多人因為"仇恨言論"或"非合意性挑逗"遭到停權，儘管這些內容沒有明確違反"社群規範"。

    例如說，如果用中文罵髒話等可能會導致你被停權七天或以上，而相同語意的文字在英文或其他語言則完全不會有懲罰。這些聊天內容或許是"實況內容"的一部分，而僅僅因為可以擦邊違反了"社群守則"而被禁言。

    提交申訴需要花上數周甚至月的時間才會得到回應，並且多數沒用。官方稱為這個是繁體中文的一個"BUG"，並且有登上傳統媒體的報導。但經過數月這個"BUG"依舊沒有被修復。

    這個已經對許多使用者造成損失，他們的花錢訂閱的日期卻因為不合理的停權而浪費掉。

    請儘快結束這種文字獄的行為，還給繁體中文使用者一個合理的社群，並且儘快解決"BUG"問題。
