add ability to delete and edit mod comments

the ability to delete and edit mod comments you or one of your mods have put on a user would be nice if you make a typo, make a mistake, or something just plain isn't true anymore

    Ya know.. i'm sure people don't really use the mod comments thing. I'm sure Twitch will remove it something in the near future.

    After putting a couple typos into mod comments, i feel this would be helpful.
