Add a revision date to Contribution Guidelines.

Add a revision date to Contribution Guidelines at the top of the page https://www.igdb.com/contribution_guidelines
Small text with the date in the form of "Updated on: XX.xx.***" under the 'Contribution Guidelines' button in the Editor would be nice too.
