Allow Streamers to Toggle Go Live Notifications
I would like to see the ability to toggle notifications for our followers.
Sometimes I don't want all my followers to see I'm going live, especially on days where I may stream multiple times. Some days I would like to go live without sending out any notifications.
Admin audit: added in additional words to title, so it's easier to find/understand idea from title alone
There should be an option where streamers can customize who their "Go Live" notifications go to. Just how a viewer can choose who they want notifications from, streamers should be able to choose who their notifications go to as well.
I would love this, if I stream multiple times in a day, I don't want to bother my followers with multiple notifications even if they're spread 4 hours apart. My main concern for coming here!

Get rid of 'Go Live notification'.
It would be nice to have an option to disable the notifications sent to the channel followers/subscribers for when testing streaming systems. Thanks!
1. Add an option to disable the going to live notification.
2. Add the ability to trigger the going live notification. This can have a "credit" that expires when the current stream has been notified to prevent spamming.
This allows the streamer to ensure their setup is working. Sometimes you start a stream and something is broken. The user would then be frustrated when they try opening the channel and it is offline.
It is my understanding that partners (and possibly affiliates) can actually run a test stream.
Before anyone brings up "bandwidthtest=true" - Last time I used it there is no video displayed either. This suggestion is for an option that would display video on the channel for testing purposes. (if bandwidthtest=true does show video then I will suggest OBS add a button to toggle this flag )
Streamer should be able to toggle the default "going live notifications" (push/web/email/etc) so they can test stream briefly. Perhaps an option to send that notification manually once they are sure everything is working.
