Use panel title field as alt text if an image is provided
So the rough idea is that if an image is provided for a panel, and title text rather than displaying both the title text should automatically become used as the alt and title text for the image.
This would assist in allowing people to more easily navigate, regardless of how they're accessing the site, and provide a more cohesive graceful over view on panels.

I don't know how useful using the title alone would be, given that sometimes people make their About Me or Rules or other sources of both lengthy and important information into images for visual appeal.

Please add alt-text capabilities for content creators to input to panels. Panels are not just headers in a lot of streams, and in fact have relevant text for someone’s audience. This would be a quick change that would make Twitch more accessible to Twitch users with blindness, visual processing issues, etc.

If we add an image to a panel, Twitch generates the the img tag in the html with the 'alt' attribute present but without a meaningful. Allow us to manually input the value for the 'alt' attribute so we can describe the image better and even if we put text in the image, screen readers would still be able to read the contents.
