Add streaming support to AV1
New NVIDIA graphics cards now support the new AV1 codec, add streaming support in AV1, since you don't want to increase the bitrate, at least add a new codec that will improve the quality stream at the same bitrate!

It will also free encoding ressources from your GPU, so your gaming experience is improved, too. For those who cannot wait, OBS supports it since autumn 2022.
