Persistent Follower-Only Chat status indicator
Allow the "Follower-only Chat (!)" warning to be shown on ALL channels, regardless of you currently following the channel or not following it.
Currently, you only see this notice when you do not follow the channel that is using Follower-only chat. Upon following, this warning/notice goes away forever.
This creates two issues:
Streamers very often forget their chat is in follower-only mode for days or weeks because there's no visual indicator on the webpage UI unless you click into the cog-wheel menu. This may cause reduced chat activity or leave a bad impression for new viewers.

Feature to disable auto-relock chat (when loads of messages are being sent at the same time)
When many messages are being sent at the same time in the chat, you can't really scroll up to look at an emote name for example. The chat auto-locks back to the bottom, no matter how hard you scroll up. A feature to disable that auto-relock would be great I think, so we can scroll up manually, then we can go back to the bottom with the already existing button.

chat timer
Give users chat timers. Allow free users to send a chat once per 30 sec or a minute. sub users have shorter chat timer. I just joined Twitch, and the chat is so broken. 99% of chats are lost in the crowd.

Hide emote spam in chat
When watching popular channels, the chat is often a wall of emote spam not saying anything, and any 'actual' chat messages disappear too fast to read. It would be very useful to hide any messages that are just repeated emotes.

Streamers eyes only chat mode
So as a mainly RP watcher. You can quickly see people who jump from stream to stream and be so toxic to the streamers. Not only does this affect the streamers but ultimately everyone. My idea is this
• Have a streamers eyes only chat mode
Right now we have subs only and bans etc. But it doesn't really help people will go on and on about it and fuel it. If only the streamer could see it it would eliminate chat to chat Arguments. And be less toxic. Just a idea but I think it would work wonders. Thanks

Remove timestamps from VODs
Remove timestamps from VODs. You used to be able to turn them off, but since they've taken away the chatbox there is no settings wheel to turn them off

"more messages below" gets in the way
In slow-moving chat the “More messages below.” text obscures the last message. Maybe it would be better if it was a bit lower down so we could read the last msg?

Collapsable Community Gift Chest for Chat
Having this enabled cuts off about 10% of chat from a viewer perspective.
Rather than disabling it or have viewers by multiple means removing it from view on their own. Perhaps a collapse arrow for the module can be introduced to bring the chat window back to it's fullest state.

Option to hide chat replay
Some people don't mind watching the chat replay. That's fine. But others do not like it. If viewers had the option to hide chat replay like they can during live streams, everyone would be happier. It would also reduce the amount of resources needed to view videos, especially for lower end computers.
There is absolutely no possible downside to adding the ability to disable chat when watching replays.

The option to show only a chatbar but not the actual chat
The theater mode is already a step in the right direction! However, many streamers implement a live chat on their screen and in these cases it would be great to only have a chatbar in you UI to type messages but not see the actual chat. Because now you have to see the chat twice if you want to join in conversation with these streamers and this feature would make it so that you can almost watch in full-screen while still talking!

Allocation for cheering and allocation of followers in the chat like as subscribers.
Why not do it like in other competitors so that for example cheering messages hang at the top for a while and that they can be read while they hang there at the top. And make a selection of simple followers as it is done for subscribers, you can also do it for a while, for example, the icon with an avatar hung at the top of the chat and then disappeared.

Move 'chat paused' overlay to chatbox as background
I really like the 'Pause Chat' feature. But the overlay indicator message that says that chat is currently paused, although already changed a bit, is still covering the last message / chatter name. So we can neither click the name nor click all the mod icons (at least when timestamps are on).
Of course this is only a problem when chat is slow, but turning the entire feature on and off depending on peaks is quite impractical.I would propose that this indicator shows up as the background of the chatbox. In a way that we could still type messages…

improve chat latency
Chat latency needs to be improved upon, because it's constantly trying to send and receive 0 Bytes of data which in turn causes the chat to need to constantly "reconnect". I've monitored over the period of 20 minutes to an hour where the chat is constantly flooded with "Welcome to chat", and the network monitor shows the Twitch chat API constantly sending 0 Bytes taking up to 1.0 minutes to 1.6 minutes, where else everything takes ⅓ of that to load at at rate of around 3 ms - 400ms.

Change letter and video size
there is still no option to change the letter size - only by using bttv! Would be very very nice to do it directly on twitch without a 3rd party tool! Also i suggest an option for different sizes for the video/stream player - right now i have big video window which uses to much space

Include the option to use 24h clock in chat timestamps
Having 12h times is confusing, since where I live, all printed times are always given in 24h format.
I'd like there to be a UI option to switch between.
If feasible, the default settings whould depend on the user's locale, so most people would never need to touch it - it'd be "right" for them automatically.

Make chat more tolerable and reduce spam by temporarily pinning cumulative messages, with the number of people saying it, in the chat.
Twitch chat in popular channels is more about reactions than it is about actual chat. Unfortunately - as fun as chat spam can be - it makes moderation difficult and completely destroys any semblance of discussion that the streamer or chatters may want to have. r9k mode was an answer but, unfortunately, breaks down the way certain chat bots work and ruins, rather than facilitates, certain forms of chat that streamers may want.
