When a partnered streamer hosts someone, they get transcoding options.
Whenever a partnered streamer does a host to a non-partnered channel, that streamer gets transcoding options
* It's server intensive to give out quality controls hence why they are behind the partnership wall.
* Would mess with their current system of giving out quality controls to people with the required viewer count.
I have to say no. Right now it's setup so if a stream has enough viewers, they get transcode options regardless of partnership. Generally a partner hosting a non-partner after a stream would reach that threshold. Otherwise partners could passively host their non-partnered friends, despite not really increasing the viewer count, taking transcoding resources away from channels who probably deserve it more.
Great idea which seems to utilize the partnership program more!
